Federal workers will now have access to ChatGPT Enterprise for a “deeply discounted rate” after the General Services Administration announced a partnership with OpenAI on Wednesday.
The partnership, which guarantees the federal government a bill of $1 annually per agency instead of the previously contracted amount of $191 annually per user, comes as the Trump administration pushes to lead on worldwide artificial intelligence initiatives.
“GSA is playing a leading role in the Trump administration’s adoption of AI technology by government,” said GSA acting Administrator Michael Rigas in the GSA announcement. “Our government’s effective use of AI is critical to demonstrating we are the world’s AI leader, and we are thankful for OpenAI’s partnership.”
ChatGPT Enterprise is OpenAI’s business model for the AI chatbot, including advanced data privacy, 24/7 support, and stronger encryption security measures. The plan’s pricing varies according to a corporation’s size and needs, but it usually charges a much higher rate.
“ChatGPT Enterprise was on contract through the Multiple Award Schedule as an annual subscription of $191 per user. So if an agency has 1,000 users, the agency would have paid $191,000 for an annual subscription,” a GSA spokesperson told the Washington Examiner. “This agreement allows agencies to get access to the same version of ChatGPT for $1 for all users in the agency. So, whether an agency has 1,000 users or 5,000, the agency would pay $1 for the year to cover all users.”
In addition to universal access to ChatGPT Enterprise, OpenAI will provide federal workers with training platforms and guided learning on using its technologies, according to the press release.
“One of the best ways to make sure AI works for everyone is to put it in the hands of the people serving our country,” OpenAI CEO Sam Altman said in the GSA announcement. “We’re proud to partner with the General Services Administration, delivering on President Trump’s AI Action Plan, to make ChatGPT available across the federal government, helping public servants deliver for the American people.”

In late July, the Trump administration released a comprehensive “AI Action Plan” for the country titled “Winning the Race. ” This plan is part of President Donald Trump’s and the White House’s special adviser for AI and crypto, David Sacks, ’s push to position the United States as a “winner” in the AI field. The plan announcement came after the administration reversed course to allow Nvidia to sell its H20 AI chip in China.
Tuesday, the GSA also approved long-term contracts with ChatGPT, Anthropic’s Claude, and Google’s Gemini to make their technologies available governmentwide, paving the way for today’s partnership.
